Remember, to British, aren't all Chinese the same? With so many colonies around the world, the Brits learned how to govern. If "discrimination" is not based on something that people cannot change, like the birth place and etc, but by certainly abilities like good English standing, it is easier for people to accept the policy and go along with it.
